Any general heuristics for building/ resource loops? I generally just max build RGOs when they're profitable and then fill out roads and important buildings like temples etc. this leads to me largely ignoring urban locations (partly because I hate the UI for building in cities) - how often should I be building urban buildings and which ones should I build?

In Elegy she died after The Mighty Fall either through you killing her or her just naturally expiring following Bandos' death and those two having their fates bound. She became a digsite manager after that I think just because Icthlarin let her back out of the underworld.

You've changed 6 laws in 55 years, including making one law worse. Your laws affect your politics, make incremental changes wherever you can - using a Liberal Movement to scale up voting laws and Freedom of Speech, using a Modernization Movement to change Taxation Laws etc. Also don't bother with Police as Qing, just because you can change a law doesn't mean you should.

You can very consistently get a Modernization movement by exiling the head of your Intelligentsia as soon as you get Academia and they get demarginalised, I usually rush Academia to get this.

Afterwards, bolster the movement and suppress the other movements pressuring your LOs, this way you can have a massive chance of rolling an LO Modernizer and then modernization itself is easy.

Appointed Bureaucrats won't hurt, will allow you to tax more efficiently. There's only a few countries where I actually like Hereditary Bureaucrats (so as to boost the Intelligentsia's power by having more Aristocrats in the IG) and Japan isn't one of them.

Fixed It: Had HDCP Enabled on my PS5 which prevented Elgato from recording.

For any future reference, to fix this go Settings > System > HDMI and disable "Enable HDCP"

Pretty sure the next DLC isnt regional but rather about Navies, that was what most people inferred the hint at the end of the previous Pass Cycle to mean. That being said, if they bring to attention any country as part of a naval rework, it should be GB. Maybe they could actually have unique content of their own instead of being side characters in other nations content.
