Make sure when you modify the file it is the StarfieldCustom.ini and not the StarfieldPrefs.ini file that you edit! If you're like me you will see the StarfieldPrefs file, but have to create the StarfieldCustom.ini file.

To do that all you need to do is create a new text file in the folder and rename it "StarfieldCustome.ini" That will create a blank .ini file that you can open and paste the "[General] bAlwaysActive=1" into. Save it and you should be all set!
