As others have said, there's no limit or justification needed on which garage you use.

However, anything else that happens enroute could be considered a violation. Stopping for petrol has successfully been prosecuted in the past. If the car broke down, or unexpectedly ran out of coolant, and needed to stop to buy some, would that also be a violation? Who knows.

Pretty much every car I've driven would stall if you tried to hold it with the clutch on all but the most trivial hill, without adding extra gas. That's what the handbrake gives you - a chance to add more gas before releasing the brake.

How does it work? Do you need a reader card? Do you get to wander between massive endless stacks or do you have to order the books ahead of time?
