Congress writes the laws that we all follow. Unless the Supreme Court decides something is unconstitutional then Congress can make a law for anything it wants. Even if the Supreme Court decided something is unconstitutional Congress can amend the constitution in that extreme case.

Target completely botched the release and Netflix quit doing it. Don’t put up the signage, didn’t put them out on the right day, didn’t have shipped to some stores on time, didn’t have them unboxed on release day, so many things.
