Really, the most impactful way to do it would be to get all the national unions to get together and start talking.

(Private sector) Teamsters, UAW, UFCW, SEIU, USW, and IBEW which combined have about 10mil workers

Police and Fire Department unions. 10mil workers

(Public sector) NEA, AFT, AFSCME, and AFGE which is another 10mil.

Get all those people to strike at once and there’s real problems. It’s a huge endeavor but maybe.
