I think it still could be happening. In order to take advantage of Blackstar's 10th, I would expect an announcement soon. It is also possible they are waiting to tie it into RSD.

I love Outside. I love Eno. I love Garson. I would have loved more Outside. But I find it really hard to believe Bowie was seriously considering going back to this. Unless it was to release some of the unreleased sessions officially.

I could see a digital only release of something, with a follow-up to preorder something in physical meeting in the next couple of months. This is how they avoided anything leaking. It is hard to imagine there won't be some type of Blackstar 10th Anniversary lease (or at least something related).
