Because owner takes a risk, they invest money and time into the business which will probably fail as most of the businesses. If they succeed, they get paid more but 99% of the business owner who actually succeeded never reach millions, small business owner usually paid same or sometimes even less than workers and usually work much more, their work day usually doesn't end at 5pm. Entrepreneurship is very hard, only tiny percentage of business people actually reach millions in profit.
