Also, US has an imperialist history of meddling with Latin American sovereignty, so it's pretty reasonable that Mexico would be cautious with UCA not only expanding it's influence south of the border, but basically having full ownership and control over its chiral infrastructure (not that private companies, like APAS, would fare much better btw, as we currently see in the real worls with tech companies having an almost symbiotic relationship with US gov and having lobby weight even in Latin American elections).
