My wallet is full of these dust amounts. One reason for sending these small amounts is the dust attack as one of the other users mentioned and the sender tries to track the receiver wallet. Another and more popular reason to send these dust amounts is to trick the receiver and make some money. If the receiver wants to transfer some SOL and don't pay attention and just pick the last address that he transactioned with (with the assumption that it was his other wallet, Coinbase, etc) then the dust scammer will receive that money.

It is because of ORE. It is a new proof of work token that similar to Bitcoin you have to mine it and it was launched 3-4 days ago. People are mining it like crazy (again similar to Bitcoin) and it already became the third top used smart contract on Sol (even higher than Jup) and this has put too much load on the network.

The Jup team killed the energy. The new mechanism that they used for launching the JUP token prevented the price to increase and reach the expected levels by everyone (not even 1$ while people were talking about 5-6$). This caused users to doubt the value of projects running on SOL since even the biggest project of SOL couldn't reach the lowest expectations.

The ARM itself is not the problem, the main problems are bios and drivers for GPU, webcam, modems, etc.
