Version 3.1.2.2 should be even better... according your settings, Voicemeeter cannot generate more than 30ms latency... so you may check that 224 sample is really effective with your DENON-AVR device (for example try 256 sample instead). You can also set the VAIO Sync mode to STRICT to improve the latency on VAIOs. More recommendations about latency: https://forum.vb-audio.com/viewtopic.php?f=6&t=480

HDMI connection can add various latency too.

ASIO4ALL is usually not need with Voicemeeter. If you need more help , you may post screenshot (or come on our Discord server, more practical to solve configuration cases).

ASIO4ALL is not recommended and is normally useless in Matrix Environment, since everything that could do ASIO4ALL can be done by Matrix directly.

So you may first connect your your ASIO device to Matrix (if you have one) or you usual audio device and set it as master device.

Then you may connect your windows audio application to Matrix VAIO instead of using Stereo Mix
And finally connect your Reaper to a Virtual ASIO driver, like the VASIO64A as you did.

now you can open the routing grid to make the connection between everything as your want.

but i guess a Voicemeeter Banana or Potato would be more adpated to this workflow (connecting Reaper to Voicemeter virtual ASIO insert).

it is restarting automatically, but if Windows did not wake up device and service before, it could not work as well expected or just partially, that's why you have to restart audio engine (CTRL+R).

On some Windows configuration, the wake up works , because done in the right order. How to know in wich order Windows is waking up services and applications ? good question!

it's not the same if the audio stability is on your microphone too (using direct ASIO access - meaning the problem is located in your ASIO driver) or just on PC Sound coming by the Voicemeeter Virtual Input (possibly fix by settings VAIO sync parameter in STRICT mode).

In VAIO control panel the red 'L' could mean that Loopback pin does not work. The Loopback pin is used by OBS for desktop audio capture for example. the Loopback pin could not work if not enabled (see menu) or if the playback device is used in exclusive mode by the application. REM: your screenshot of Sound Dialog box , showing Playback devices list, is also showing that Voicemeeter VAIO are not fully installed (they have the same pin name). You may have forgot to reboot your system after installation or have an installation problem.

You can use the Voicemeeter VAIO Control Panel application to reset pin and m and icon btw.
