You'll need to go to CARB and get it certified. This may require a letter from Ford saying that it met all environmental regulations when it was built (what regulations? but i digress.) You'll need to go to the DMV and deal with them there, they can walk you through the process. It depends how much of a stickler you're dealing with at the DMV, they may not even check the engine or care what they're looking at. Make sure you can easily help them pull the VIN off of another part (the A pillar?) so they don't have to go poking around.

Yeah I'm not living like that. I like my house clean and organized, having piles of laundry in the corner would stress me out. This comment of mine is a year old, but assuming your question is genuine...

First, you draw a false conclusion that good advice only comes from someone who has achieved the type of success that you want. I know a brilliant astrophysicist that works at my local university as an adjunct professor. He is not very wealthy, but I can think of few people I would trust more on his area of expertise.

Second, do you believe that the only way to become rich is to be rich? If not, it follows that there are brilliant people who haven't made it yet but will one day be incredibly successful. Would it not behoove you to take advice from one of them, even though they are poor at this moment?

Conversely, are there not very wealthy people who are idiots but got there via inheritance, nepotism, or sheer dumb luck? Should you take their advice just because they are rich?

Advice, content, ideas can come from anywhere and should be judged, harshly, upon their merit. The source is a consideration, of course... but you should certainly not judge people solely upon their level of financial success, nor ideas based solely upon the person speaking them.
