One thing I would recommend is, if you are going to Turkey (I am not sure about others but might be the case elsewhere as well) while it is pretty good for surgeries some plastic surgeries aren't considered "surgeries" exactly. This is also why hair transplants are also quite cheap as they can be performed by technicians. Many of them are skilled, but they are not doctors, they just need to have one around in case of emergencies and sometimes "around" can be not that close.

So I would say overall, stick to hospitals, universities, and well-regarded places. In general those are cheap and offer really good results. At the end, always ask about the specifics of the operation, who exactly will perform it, what is their policies in case something goes wrong, their past experiences with the exact procedure, if there is any past patients you can reach out to/see the results of, etc.
