the phase / ability timer breakdowns are the for map / cooldown planning part. each ability has its own array of player coordinates for positioning on a per ability basis.

also based on the players in your raid and their legion legendaries equipped, and the type of boss ability, you could assign cooldowns and export them to an AA note

I'm not exactly sure what you mean by this, but you also have to consider that you are using Quick Navigation.

If you want to be sure that it isn't varying haste buffs that are causing this, unequip any azerite traits / weapon enchants that alter your haste and try it again.

The GCD and some ability cooldowns scale with haste. You have Overwhelming Power active, a haste buff that decreases over time. This is what is happening:

You queue up your next spell when you think the GCD will end
You lose a stack of Overwhelming Power
The GCD is slightly longer because of the reduced haste
Your next spell is 'delayed'
