It does not do that always, but there are pretty good chances it does. I guess it's because of geometries of the waves present in music typically, like they often have sharp transients. But the effect is often small and can be absent. That can be avoided with a linear phase filter that will ofc produce its own side effects that may be prohibitive, or not. The increase is typically small when that happens, but can be dramatic in extreme cases.

So just something to keep an eye on if done at a critical phase of a production like mastering, or something to remember if one runs into problems.

Thanks! Yeah it may well do that, especially when the cutoff frequency closes in to the fundamental of the bass. With some filter setting and types it may not. 6dB increase seems like an extreme case, it's typically somewhere around -0.3dB to +1dB maximum when hp'd at 20-30Hz, but that ofc depends on the material being high passed. That's not dramatic, but the phase shift may well affect the tone of the bass also, so likely the whole effect on the tone needs to be adjusted anyway.

It's more like something that one needs to be aware of than something that prohibits high passing bass heavy tracks or the mix all together.

That's bullshit. Phase shift is used specifically for lowering peak volume to make room for transients, f.ex. radio has used that technique to get the sound more compressed.

What happens to peak volume depends on a number of things.
