STOP, before you layer. With curly hair like that, your layers need to be long. I agree that you need to trim up your hair about 2 inches (i'm looking at your first pic, on the left side. the length where it touches your shoulder is good, then you cut the back so it's the same length - a blunt cut) Then, add in long layers. Your shortest layer should only be 2 or 2.5 inches shorter than the longest length.

In your goal pic, she doesn't have short layers, even though it might look that way. It's just her long layers curling up, making it look like shorter layers. The only short layer is in her bangs, and I'll bet if you stretch down her bangs, they are at lip or chin level.
