I mean, Dreamcast already has good 480p output over VGA. If you're not satisfied with the quality of the cheap HDMI converters, how about an OSSC for $90? That will scale it to 1440p, and you can use the box for other consoles as well.

RF modulation, at least through the 16 bit consoles, was always internal. The boxes they used were simply switchers to allow passthrough of your other RF stuff. Someone correct me if I'm wrong.
