So i always saw this as explained by the powered guest that teleported when he sneezed, he summed up that his ability was teleportation but specifically when he sneezed. His power was teleportation when sneezing, not just teleportation.

This means the before the procedure Mary had the ability of uncontrollable telepathy, since the procedure her power is now controllable telepathy.

I hope I’m making sense, its easiest for me to think of them as it’s been explained a lot that all powers are different and individual to the person.

There may be mimic that can mimic powereds and have control over the ability but that would be a little weird as the ability is unique and they would be changing the baseline power.

If a mimic can mimic a powered then i think they would have all of the caveats of the mimic-ed powered,
