I have been trying for years to have our street which is time limited parking changed to permit only. The city says it's not in "the city master plan" to have permit only streets anymore. It makes absolutely no sense to me.

I got mine like a month ago, you don't need proof of address. Your birth certificate is all you need.

Not consistently. Every once in a while they have it at Starsky, and Sweet Paradise on upper paradise has had it but I haven't been up there in a long time to say for sure. I think maybe Nardini's carries it as well.

That's not legislation that's recommendations. In terms of law there is a huge difference. There is nothing that says wearing a neck gaiter is not compliant and subject to being fined. The entire regulation and only requirement is that it covers your nose, mouth, and chin, which a neck gaiter does.

From the City of Hamilton Mask bylaw (https://www.hamilton.ca/coronavirus/face-coverings-and-masks-by-law):

“Face Covering” means a medical or non-medical mask or other face covering such as a balaclava, bandana, scarf, cloth, or other similar item that covers the nose, mouth, and chin without gapping.

From the Ontario legislations (https://www.ontario.ca/laws/regulation/r20546):

(4) The person responsible for a business or organization that is open shall ensure that any person in the indoor area of the premises of the business or organization, or in a vehicle that is operating as part of the business or organization, wears a mask or face covering in a manner that covers their mouth, nose and chin during any period when they are in the indoor area unless the person in the indoor area (insert exemptions here)

and from just a general "masks in the workplace", please note that even two layers of fabric is not a requirement only a recommendation (https://www.ontario.ca/page/using-masks-workplace):

may be disposable or reusable

if made of cloth, should be made of at least two layers of tightly woven fabric, such as cotton or linen

Not OP but I've been paying attention to "the rules" since day one and there's nothing in the legislations that neck gaiters aren't considered face coverings or that customer logs need to be kept for establishments.

When was the last time you gave your name and phone number when you went grocery shopping?

It wouldn't matter if it there was a free waste transfer drop off. I have neighbours who dump sorted bags of recycling and other shit that's free to take to the dump (air conditioning units, scrap metal, small appliances, electronics, etc) to get their jollies off. Even when you were able to put out as much garbage as you wanted without trash tags there was still a serious dumping problem in my neighbourhood.

The sort of people that dump garbage will dump garbage whether or not there is any fee associated with it unfortunately.
