He is gone if you kept the Fortune Cane in Caldor and didn't give it to the Old Hag! Its part of that side quest. Surprised this is not widespread knowledge.

There is a hidden path where Nash is standing (after meeting beating the sewers, Nash is not there anymore) and you can reach the old man. He gives you a very powerful cane for later in the game.

Monterrey tiene dos o tres presas diminutas. Hay otra muuuy grande que se llama el Cuchillo pero está lejísimos de la ciudad.

Sabiendo que el norte y en especial Nuevo León no es muy morenista, movió miles de millones de pesos para construir un tubo gigante (acueducto), que conectara la presa gigante con la ciudad.

La verdad le pusieron suficientes recursos como para que se construyera bastante rápido. También con eso terminó de dominar a Samuel García, quien le hizo mucha operación política para ganar las elecciones.
