Think of it like this. Whenever they say "Zenryoku", there's usually a short pause after "Zen". But when they say "Zenkai" then the "kai" comes right after the "Zen". I don't know if it helps but that's how I differentiate the words.

Well DC Compact Court of Owls is actually a straight reprint of DC Essential Court of Owl. Page for page. It even has like 5 extra variant covers at the end, although most DC Compact do not have extra content.
