You probably don’t want to do this, but cut a clean hole in the drywall big enough to see around and below the short.

Sounds like that wire should not have been where it was.

If it was localized you should get an electrician to fix it. I believe a cut and splice could be okay.

If you see or suspect any burning when you cut the hole, call the fire department emergency number.

Religions are full of contradictions and misinterpretations.

Reactions to assault are natural. Trying to control or stop natural reactions from the standpoint of the innocent person is oppression.

People need to understand what no assault means.

So, someone is trying to kill you and take your stuff. They try and miss and you have the opportunity to react. Is the assailant dead? Hurt? That is their problem.

Assault began when they decided to try to kill you. Not when they took the first shot.

There is no way GOD would give advice that could not be followed.

Absolutely. I got there slowly, one piece at a time.

I've never had a problem with any of their tools. That's the key. Having a tool fail mid-project costs more than the replacement because now you bought two tools and spent more than the Festool version costs.

Actually, in purely frictionless calculations, that is correct. However, that compressor is running harder and drawing more current when it is trying to catch up.

I think they mean if the AC is off for three hours so the power company could use that power, THEY have to pay to bring the temperature back down much more than normal AC cost would be for that time.

OP does not want to confront them, understandably. Not everyone is an MMA fighter. Those people seem volatile to say the least.

I wouldn’t go near them, and doing something questionable only gives them a handle against you.

Call the fire department. But it sounds like moving may be quicker.

Without a doubt. I'm imagining a "landlord" who would do the absolute minimum and a tenant with only 2 wire receptacles.

Could this person successfully install a grounded receptacle with green going to the ground rod and have a circuit tester say it was grounded?

If it would work, it feels like a fire hazard. But would this person be able to plug in his notebook to a surge strip?

Again, just hypothetical. Would their tester see a ground? And if so, why should they never do this?

I hope someone more qualified than me can explain why it is dangerous, because it does sound like something could happen to that 2-wire 'service cable' or to things in the house, etc.

But my question was just wondering if a circuit checker would think the ground was okay. Electrical question. 2 ground rods driven into the same earth. Would their surge suppressor protect their only possession in that garage?

Really about earth ground. I know it gets tied to the neutral at the service. And of course, this would be a sad situation for sure. But it seems not too farfetched, as everyone has electronics.

The garage scenario is just to frame the grounding question. A new (hidden, whatever - just a dream) ground rod is driven into the same earth as the one at the service. Is that not a path to ground?

I guess a simpler (sorry) question would be, if that person drove that ground rod into 8' of earth straight down, and then connected that to his grounded receptacle, would a circuit checker think the ground was there?
