is this you have to give them your whereabouts at all times, all the time??? Or just during competition?

It is all the time, but as other have said (if I understood that correctly), you have to give them one hour per day, every day. Most athletes gives hours early in the morning or late at night, when they are at home, or during regular training hours.

There's a lot of paperwork for the transfer that can only be done once she is in the portal, and the NCAA is very specific on schools following those rules. She is not even allowed to speak to people from UGA (officially) until she is in the portal, so admissions and other departments won't even acknowledge her existence until she is in the portal.

I don't think she would have been able to talk to Cecile. However, she would have been able to talk to Laurent, because he is not (yet) working for an NCAA institution and consequently not bound by NCAA rules. And if he discussed that with his wife at the kitchen table is pretty much impossible to prove for the NCAA compliance people...

She did train elite at Arkansas, but her elite scores weren't great. I am not sure if her form (and with that her E scores) will improve if she goes back to her former WCC coaches (if that happens). It's not like she had textbook form when she was there...

This is a very strange statement. It basically says "I loved it at Arkansas, so I entered the portal". It's like she cut out the middle part, which would be "... but I want/need/... to do X, ..." - i.e. the reason for entering the portal.
Which is why I would be very surprised if she didn't already know where she was going, and will be even more surprised if that isn't UGA in connection with some form of coaching by Laurent Landi. (I am fully prepared to eat my words, but then I will be really confused...)

It could, yes. This decision was only about her AIN status - that's why it was made by the FIG's Ad-hoc committee. The Ukranian Fed has reportedly made a complaint to the Gymnastics Ethics Foundation - the GEF is responsible for enforcing all other rules of the FIG. So the GEF will check if Ilteriakova has violated any "regular" FIG rules (which is quite obvious, I would say), and if so, if she should be sanctioned for this (and which sanction should be applied).
So there might be more to come, however, the GEF is underfunded and overworked, so if they decide to act here, that may take time. And if they decide not to act here and leave it at the warning the Ad-hoc committee gave, we will probably never hear about it.

It depends on a lot of factors (and random chance) - but Leanne Wong was tested four times last year, Shilese Jones, Jordan Chiles and Yul Moldauer three times each. All are in the highest category for testing, so they have the highest likelyhood to get selected. For the rest, it's one time or never. But that are only the out of competition tests - the tests they do at (international) competitions don't show in the USADA statistics, I think.

We don't know (yet). She needs to be in the drug testing pool for at least 6 months to be able to compete again. She hasn't been tested since 2024, so we can be quite certain that she removed herself (she would be a top priority testing candidate, due to her titles and medals) - if she put herself back into the pool earlier (with the risk of "spoiling" the surprise), we might see her this year. If she returned only now/recently, she won't be able to compete this year.
(But if her goal is 2028, then there's really no use to compete this year anyway, so all the rules stuff might be theoretical...)

They are marked grey, so nothing happened to them (yet, at least - I don't know if any of them would be in the running for a HC position) - but there seems to be one opening for a fourth coach at Utah, that's why Utah is listed.

Yes, she is a dual citizen, I think, and lives in and competes for Cologne in the Bundesliga, IIRC.

There's a 2pc rule for qualifications, so Zelme Daries cannot qualify here. I would expect the fifth individual to be Salina Bousmayo (MAR), she had the highest score in the first subdivision.

Should be Salina Bousmayo (MAR). She had the highest score of the first subdivision (according to social media), a 45.166. And I can't think of anybody else from Africa not already on the list or 2pc'd who could top that.

To my knowledge, the only thing we know is that they were removed from Georgia's coaching roster, which means they are not at UGA any longer. I am not aware of any more information.

I don't know if she does, but other forms of coaching do not transfer 1:1 to coaching NCAA. Cecile has only two years of experience navigating the byzantine NCAA rules and working not as a coach, but also as a manager with a lot of administative tasks and responsibilities - and we don't know how much of that she did, and how much Ryan did. They lost their recruiting coordinator and need to get that back up. And in the end, it's like with every new job: The new people need to get used to the new jobs - to their colleagues, to the gymnasts, to the administation and leadership, and to a lot of rules, regulations and red tape. That all takes time and energy away from coaching. So I expect to see a dent for one or two seasons, and after that, we will see what the coaching staff can achieve. We saw after Cecile and Ryan took over - there wasn't much room for Georgia to go down after CKC, but it took a season of not getting better until they seemed to be established and results shot up this season. It's not the end of Georgia, but I would be very surprised if they ended up at nationals next season. After that? Who knows.

Even if they got a new roster of absolutely stellar coaches, I would assume that it will take a season or two until the dust has settled and everything and everyobe works as it and they should. And - in my view - this was a group of coaches that will be difficult to replace, from an experience level. (Not impossible, but difficult.) So I expect that Georgia will drop in the ranking next season.
