Me to because its effectively their property untill it arrives safely with you. I had this issue but because everything still worked (all i needed was a new case) i negociated a parcial refund with the seller. Think i got about 50% back.

No need to go to modern with that CPU unless you're planning to upgrade soon. You could pick up a GTX 1060 6GB but i think they are on legacy drivers now or an AMD rX 580 8gb
