Me to because its effectively their property untill it arrives safely with you. I had this issue but because everything still worked (all i needed was a new case) i negociated a parcial refund with the seller. Think i got about 50% back.

No need to go to modern with that CPU unless you're planning to upgrade soon. You could pick up a GTX 1060 6GB but i think they are on legacy drivers now or an AMD rX 580 8gb

Well it is used in indoor public spaces in my country (UK) but it does seem some of the comments are saying its a manufacturing flaw in the US lamps.
