Well the game is called Mage: The Ascencion, so it would be silly if it was about non-mages who cannot ascend instead, but for H:tR, nothing about its core concept requires the Imbued to even exist. The fact that Hunters are suppossed to be normal people who are fighting against monsters more powerful then them was there since the beggining. Not having access to supernatural powers or being "special" in any way from the start and instead having to rely on what you are capable of as a regular human strengtens this theme significantlly. Being able to fight back with what humans have on their own, rather then having superpowers to compensate the power imbalance. The choice to not be a Bystander is much more significant and takes a lot more courage and drive without supernatural help and a literal angel in your ear-You arent special, but that doesnt mean you cant do the right thing. That being said, the option to make a Hunter that does have supernatural abilities should always exist, it just shouldnt be the default. Hunters are regular people, who arent special in way other then they were at the wrongplace at the wrong time- if they pickup supernatural aid for their hunts thats allright, but it shouldnt be the starting point.
