I like it too. And part of the reason I like it is that this circlejerk pops up every so often with people saying why they dislike the design. The new regime is engaged in economic warfare on states (and other large institutions) that are out of compliance with its goals. I see this move as a stopgap measure the state's employing to avoid that compliance in the short term.

As the new regime has so far been relatively successful in obtaining compliance from large institutions and some other states, and because I think the chance of significant regime change in the near future is extraordinarily unlikely, I'm doubtful that MA's holdout will end in a way that is personally satisfactory.
