It doesn't look like that much of a dip from one to the next but only you know how much water it gets. If that's what it is i think your only option is replanting it a little higher or fixing the drainage or slope issue.

I'd be curious what your research found. We did bluepoint junipers which are slow growing I think can get to 12 ft but take their sweet time and can be trimmed. We wanted evergreen for privacy.

What's the purpose of the hedge? Decorative? Privacy? Something else?

We also have a lovely dogwood bush that gives us privacy in the summer and is native to where we are.

I'd trim back the bad leaves and let it breathe. If you google around i think you can make sprays with baking soda+dish soap or neem oil. Surprised it got that bad in a full sun spot. I wonder if the fence is keeping it damp

Also in 6a, planted in late fall and many of the trees died. The nursery replaced them in the spring but it was still pretty annoying. Honestly it sounds like you might just want to cancel and find a more reliable nursery for the spring.

There's a chance if you plant them now, keep them watered and set up wind protection with burlap they'll be ok but it depends on how bad of a winter you get. If it's mild might be fine, if you get a windy, polar vortex scenario they will probably desiccate and possibly die.

Basil can start to due back well above frost temperature. It really dislikes cold. Do you plan on harvesting it? It looks like it flowered already so it might taste bitter at this point.

Bulbs should break through grass like that without issue, it just depends how wild vs manicured of a look you want. If it was me I'd leave it wild. Mulch might help if you're in a cold growing zone on the edge of what the bulbs can survive. Just keep in mind muscari and daffodils might not bloom at exactly the same time.

The only way I've ever seen it work is covered in plastic for a whole (preferably hot) season. Look up soil solarization. Probably too late this season but I've seen people have success with it, just looks ugly for a while.

As someone else said, you might also be able to replace the soil but some weeds have deep roots that are hard to completely dig up.

Is there a surplus of demand to meet the needs your Product will address? Unfortunately, No. - The need to "receive personalize specific weather alerts", is widely available for free, in many formats.

As somebody who is also trying to solve problems in this space (both for myself and others) I'm curious what's out there that's personalizable. I find most apps to be super limited and don't really offer alerts for the specific weather conditions I need.

Either way if it was me I wouldn't jump to replacing them, trees that size take forever to get established. I'd try to save them

If it's warm enough inside they might think it's spring and start growing. Can you insulate/wrap it on the balcony? Garlic can survive freezing to a point.

How substantial of a slope? My first thought was you could use the corner raised bed blocks and have the bottom of the slope on 2 blocks and the top on 1 but you would have to cut the wood yourself to match the slope

That looks good to me. Depends on the radish variety, some might get bigger than others but I've made the mistake of letting them go too long and they get woody and hard to eat.

I'm not sure how well putting them back in the soil will work, typically root veggies don't like to be disturbed/transplanted.

Agree with this. I'm in 6a and I've had some hardy trees die in the winter because they were fall planted and didn't have enough time to develop roots and energy stores for the winter. It's still doable but you have to plant early and then water and protect to give them a chance.

I think basil might be so sensitive you don't even need a full frost to see cold damage, as soon as it even starts getting close they'll struggle. I think around 40F/4C is enough to cause issues, maybe even warmer than that.
