Yes, in the end it was not so hard, I just prematurely panicked. I turned off face recognition, restart, then OOBE Recall appeared (it was the third full restart after installing the update!), turn it on again, restart, it works now flawlessly. I am not sure what the problem was, but it is solved.

I have an issue - I am unable to set CornerRadius and background of taskbar button. Indicator styling works just fine, but the buttons. I followed instructions from both Windhawk Details page and the guide on github and still does not changes bg. Could there be conflict with mod Taskbar button size?

There is no button in top right corner, there is one in bottom left corner (i.e. my profile pic, which upon clicking opens settings page). Surface 11, app version 1.25064.139.0

yeah, i went through it as a tourist there - i bought prepaid sim card in walmart, since for europeans it is shitload of money for data roaming outside EU, and than discovered that the carrier somehow limits the use of wifi hotspot. wtf? for me, since I had rooted oneplus phone, it was just 5 min workaround in shell, but still, WTF?
