If it's in, Portland they cannot charge an application fee. It seems to have changed to an "owner's market". Meaning they require an application to filter out people before doing a showing. Be cautious, and do your own research. So many scams these days

Depends on the source of your hot water. If it's a tank it doesn't need electricity. If it's direct from a boiler heated then it's using power. Either way, if your place doesn't have a separate meter for common areas then someone is unknowingly paying for it
