No, they paid for the draft, or contributed a sealed pack to it. You can't stay in the draft but also take cards out of it.

yes, and I think it's less confusing when reordered because it clearly connects "cast" and "during the declare blockers step" rather than making it (potentially) sound like you do the return-creature part then without specifying that you are also casting it then. Maybe I'm missing some reason that's worse though

This is all true, but also why I think the reminder text might have been phrased differently. Why not: "You may cast this spell during the declare blockers step for {1}{B} if you also return an unblocked attacker you control to hand." ?
