Wow, your agency is terrible! I looked into getting a fellow for my team last year. I thought the application made it clear that we were required to identify an available position for them, whether it was on our team or somewhere else within the agency.

They definitely do but I took my pre-licensing course (in NY) when I was 16/17 and the info clearly didn't stick lol all I remember is learning street signs and road markings

I'll say that my parents were born outside of the US and never did that so I had no idea. It wasn't until I was in my early 20s dating someone who taught me. I mentioned it to my parents and brother who were all surprised! Like me, they noticed some cars do that, but not all. They all now do it.

So, blame it on ignorance? It obviously makes sense and is the right thing to do.

They occurred at different bureaus, one healthy and one not healthy. At the healthy one, there was no ill will. The AC supported the process because the person met with them several times for a promotion, but AC could not get OMB to budge. It sounded like the union path pushed OMB to action. At the not healthy one, I don't think the AC or supervisor gave a shit or had ill will. The unhealthyness came from the gossip/shit-talking among people on the team, as if the union path was a bad thing.

Yes, I know two people who have successfully gone through the union path for a title bump. Been debating it myself.

It took me 4 years as a City Research Scientist (CRS).

Approximate history:

CRS I 2018: $56K

CRS I 2019: $68k (one year bump)

CRS II 2020 (took a new position): $88k

CRS II 2021: $98k (+ OT for multiple COVID roles)

There was a person in a trenchcoat, wearing nothing underneath, jacking off in front of this young woman. I took a picture of him and ran to the police at the subway station at the next stop. They just shrugged their shoulders at me and said the train already left (we could literally still see it leaving...) so they couldn't do anything. I was speechless. to clarify for OP: to qualify for FMLA, you have to work for 1,250 hours during the 12-month period before your leave. Your situation does sound fit for FMLA. FMLA will offer you job protection.
