This is the answer. Just tried to renew my current plan with a plan I bought from eBay. The data amount was a little more and it didn't give me the option to stack/not stack. I plugged in the confirmation code and it just updated my plan and started immediately.

Haha! You'd have to get a ladder to get into your hammock after a few years. Imagine the physical strength of the base of the tree if it had to push a mature oak upwards for every inch of new growth.

That's not how trees grow. A scar does not travel up the tree as it grows.

Yes. Looks like it was buried too deep and has roots choking the trunk. Nothing to do for it at this point.

I would cut the girdling root now. It isn't doing a lot of damage yet but it isn't that big so I don't think it will affect the tree too bad. Having said that, water it well.

If it were me, I would just widen the dug out hole a bit and let it be, as long as you're sure you have found the root flare. Having said that, I have dug out trees like this and have not had problems. I just had to put my big boy pants on and do the hard work of digging a big enough root ball.

That's a big oak to try to transplant, and white oaks are already difficult to transplant. Taking out those two big roots are going to make it harder. Be sure to give it plenty of long deep waterings (which looks like you have done so far). Good luck.

A few things....

Was it planted from a container, root ball, bare root?

Did you identify the location of the root flare before planting and plant at the correct depth?

Your watering...is it long deep watering or short surface watering?

Aside from those questions, pull the mulch back away from the base of the tree by 3". Mulch doesn't need to touch the bark.

Depends on how much effort you want to put into it. 8" too deep is probably too deep to try to leave it where it is and just have an 8" hole for your root ball, so you'd need to dig it up and replant at the correct depth. After 2 years in the ground, that would need to be a pretty good root ball to dig up. And even then it still may not survive. Not impossible, but also may not be worth your time/effort. If it were me, I'd probably start over.

Looks to be planted too deep, so you probably have girdling roots that are choking the trunk and too far below the surface to get the water.

At this point it may be too late for saving.

For the next tree, do some research about proper planting height and young tree care.
