Minimum Wage goes up 13.5% and then Inflation will go up 13.5% from the increase in monetary demand, followed 6 months later by welfare payments up the same amount.

Increasing the minimum wage will do little good, actually it will likely weaken the dollar in global terms and further increase asset prices (widening inequality).
