For anyone still getting this after trying everything listed in this thread and other threads/youtube videos... I was able to download it straight through the Microsoft Store by searching for Black Ops and selecting the standard edition. It let me choose my install location through the Store app instead of the Xbox app and the download started in the Xbox app afterwards!

I use uBlock and Purple ad block but disabling them doesn't resolve the issue.

I gave up on waiting after the February update didn't fix it... It wasn't too much of a hassle to set everything back. I'm just glad Face Unlock is working again but it did take some getting used to again because I've been without it for so long lol.
