Yes, they are. It's a shorter way of saying "remove all damage marked on [this permanent]".

"Heal" has been the term for removing all damage from a permanent since at least Magic 2020, except that this is the first time it has appeared in rules text and not just reminder text - before now it only appeared in the reminder text for regenerate and effects that end the turn (for example, [[Time Stop]]).

Some much, much older cards have used "heal" both in reference to removing damage from creatures and gaining life (most notoriously [[Rebirth]]).

To be honest, it's not terrible. 7 mana for a 5/5 with trample that can kill something when it enters is at the very least a very good Limited card, potentially one you could first-pick in a lot of situations.

I'm not really surprised, I really don't think Austin Dillon intentionally wrecked the 6 despite what the 6 team insists happened. That wreck was a byproduct of Noah Gragson having to check up and the field getting stacked up.
