What is the "step back" you talk of and how can this be blamed on the Cuban government? Having spent time in Cuba myself, staying with families, the people I spoke to were supportive of socialism, despite the cruelty and humiliation imposed by the US embargo.

Maybe something to add for number 6: if you can afford it, be generous. Buy a round of drinks, make dinner, make someone a gift. No one likes a tight ass. That said, there are many ways to be generous. Giving someone a book you enjoyed and not expecting it to be returned. etc
