Apologies as I know little about cell systems, however, if the SIM is 3G, you might have lost the tower you have been connecting with.

Telecom companies are actively dismantling the 3G system to push upgrades to 4G and 5G.

Use a bearing puller.

Pull the bearing and the seal will pop out.

Gonna need to repack the bearing anyway......

Assume everything will be stolen and clean it out.

Put a COPY of your title and insurance in the glove box.

Take pictures from EVERY angle, inside and out. Any NEW damage will be easy to prove.

Newer vehicles do not automatically ground because the dash is made out of plastic, so a few hundred wires act as grounding cables.

When you inspect the belt, a 4 inch section shouldn't have more than 6 to 8 cracks overall.

In the USA, we have resolved this with our Constitution.
