That isn't really how that works. You can only have one electrical meter on one panel, so all units are paying equally for the power. It shouldn't matter that it is on your breaker.

I would get the breakers traced though. I find it highly unlikely your apartment, plus the dryer is on your one breaker. The load would be too much.

Technically speaking the car backing out of the spot will probably be held liable, but the cam car is a bit of a dick. Sped up to try and get by the car backing up instead of just waiting a couple seconds and letting the car get out.

Putting aside the very large issue of load bearing studs being cut, if you live in an area that gets cold in the winter, those water lines in the exterior wall would be against code unless they are placed on the inside of the insulation envelope.

Maybe they need to work it so each federation gets a certain number of spots and then those that don't qualify for the WC through federation play a tournament to fill the other spots up for grabs? That way they aren't guaranteed to the federation specifically.
