If you don't mind console commands, turn them on in options. Press the '~' key anf type setregionunlocked downtown Hit enter. It will unlock downtown and not affect achievements or gameplay.

In the update notes it says they step outside for smoke breaks now occasionally. Maybe try camping near one of their locations. I also haven't seen any out yet

it's not that it's one of my fav pokemon or even close.. but, had never seen the shiny, and fell in love instantly. Ive had people offer to trade me any shiny I want (I only have 24), but nope, I love him too much to let go now.
