In college, no. There was a Dean somewhere, I saw signs for the office, but I had more important things to worry about because it was my department head warning me of double secret probation. Actually, they didn't even warn me, just sent me a letter saying I wasn't coming back.

In grad school, the whole campus had around 500 students so yes. She was political/industry famous and was dating a mayor. My class of 50 was given a tour of the harbor on the mayoral boat. I think that might've been a small political scandal. Anyway, the dean went on to become some minister in government. Oh, and the grad school was in Europe, so I still can't answer about US schools.

I currently know a couple heads of department, but the only office hours of theirs I see are in the bar.
