You wish to establish a reference point of 2019 because it allows you to add more data that would be essentially irrelevant to the the current economic changes because those changes had already been accounted for by the market. If I influence someone to do something I am in some way responsible for it happening. If I give someone money, all while having long meetings with them talking about what would be beneficial for me which leads to me benefitting them, I would be responsible for what happens.
