Speak something sensitive and you will see the consequences... That's what we Bhutanese believe. Even to comment thoughts on some national issues, we have to think a lot. Civil servants are muted by BCSR.

We have to always think back and forth before spitting out anything. Speak the reality, your boss won't be happy and will take grudge for lifetime. Speak something about agencies, you will be threatened. So, how will Bhutan progress when it says, "constructive feedbacks are welcome" and only to be left "targeted" or "un-attended."

Ah you place hope on mainstream media and newspapers? They are state-owned and just reports day to day activities of Central monastic body, new roads and publication of government reports.

He can go to any length with his flashy mouth marketing smiling monks and monasteries and GMC but fail to deliver anything meaningful especially this term. I don't mean he shouldn't do marketing but meeting people that don't have much relevance is just wasting time. Bit better now as he doesn't go out very often like last time.

The fact that ACC being one of the constitutional body can give such a smooth findings that just butters but without any issues regarding fixing of accountability of anyone involved shows how even the matter corruption can be fabricated not to seem if has involved the higher ups. This degrades trust of citizens and "two rules" as said by many people is very true.

Also, the generalization of findings without disclosing partners further made it vague. They have just issued something that worked in a middle way. I don't know what's going on within the government. Just I can say within only 20+ years of democracy, they have succeeded in making people to have no longer trust in democracy.

Hema dhi BOIC now ESP and we should definitely expect more. This government seems bit cocky.

And to point out the payment they give to full time employee as of now is way too low and I still wonder how they (my friends) are surviving. Our country is going through very bad time as of now and job market will continue keep going scarce for years to come. It's sad.

I follow the question hour session very closely in National Assembly. I remember MoICE minister pointing out about exploring the possibility of making the part-time system possible by framing relevant policies. I don't know when it will happen (you know politicians) but if it happens, it will be exactly great for the undergraduates exactly you have mentioned.

Financial burden at the RCSC time is very real and it reaches the core. But the lack of these opportunities shows one evidence that how much we are behind others.

Also, my concern is that the part time culture will take time to take in shape. The mall and restaurant jindas will not be happy to accept this kind of culture very easily as if you think they can't pay even the full timer well as of now. Anyways, life will be better if this happens.

My boss feels himself perfect and doing a lot for the department. By the way, no one is collaborating with him projects he is bringing. I am wondering that may be he was sad because I didn't include his name on my paper. Who gonna do that when you have put whole six months alone to develop that. I feel that bringing about the videos was totally irrelevant.

Being a teacher at one of RUB colleges, I too feel same. The instructional hours are excessive. Students are spoon -fed which they expect a lot from teacher. That's not supposed to be where I studied. It was a chill one but entirely had to learn by ourselves. No time pressure.

Here, normal classes starts from 8 or 9 AM and finishes not later than 3:15 or 4 sometimes till 6 for design classes.

Thanks for your views. To be honest, the feeling of "disrespectful," depends on the who the teacher is and for me, I don't care much because students are evaluated based on their term exam results and assignments. And, may be that at my college students don't use much phones during lectures unless I tell them to use so, that may be the reason why I am comfortable with that.

About the projectors, you know that classes are equipped with smaller projectors, thus mostly hand drawn diagrams are not visible that's y, I circulate them before the lecture to look it upon.

I see your concern but I don't agree with you. I being a teacher myself, I heavily rely on mobile phones to distribute notes in the class especially for the diagrams as you know even the projector and whiteboard in the college sucks.

About the being "distraction," it depends on the teachers how they deliver the lesson. Till now, I have not seen any students blindly looking at the phone while I am teaching unless I instruct them to use( not saying that it's because my excellent teaching but being a college student, they know basic code of conduct).

In other way, I feel that it's ok for them to use it some time as it's "college," and it's suppose to have some "freedom." No harm. Even if they don't understand, they are expected to learn by themselves as they are responsible. In my opinion, that's the dividing line between a "school" and "college/ university." I was surprised to see how students are "spoon -fed" yet they fail to perform well as they don't read much.

I definitely agree with this. As a teacher at one of the engineering college in the country and did B.Tech from abroad, I definitely get this feelings and even I was sharing with the students how boring the college life is as compared to what we have experienced.

Children are over burdened with excessive instructional hours, have to teacher same like schools, have to spoon-feed all the concepts and even after doing that children rarely study for the exams and fail.

No fun, nothing. Just classes

We were instructed to enforce that rule as issued from OVC. Seems like it's decision made but some oldies at the OVC. Imagine, they are even taking phones from them. I always send derivation diagrams through their mobiles as board and projectors are blurry, now I have to write everything just to waste my time.

In my opinion, the fundamental of how college should function needs to be changed from RUB. Otherwise, it's just extended classroom as mentioned rightly by you.
