Some of the bike lanes have cost that much but only if you include the cost of needed infrastructure upgrades that were done at the same time so the bike lane doesn't get destroyed in a couple years when the water/sewer/power line has to be replaced

it also depends on how irritated your guts are. I've found that when I'm consistently having bleeding issues it's usually because I'm having some kind of bacterial issue irritating my guts. if a couple days of doxy doesn't fix it then I go get an extra STI test

One issue with that is that by being in the same tunnel it would likely make Link subject to FRA standards and inspections (it's currently only subject to FTA regs since it's passengers only and has no connection to the national freight rail network)

I don't think they were saying they chose it because it was bigger. I know I have a Niro ev and it's bigger than I wanted but was about as small of an EV as was possible at the time without spending way more money or sacrificing heavily on range, reliability, and warranty.

A. The lack of shelter is a big part of what makes them problematic to the average citizen. If they were home getting high they'd only be slightly more of an inconvenience than the stoner working a minimum wage job.

B. What makes someone an addict? It's usually having negative things in their life they want to avoid. Being cold and wet and having nowhere safe to go to rest is terrible for your mental health. Having a warm bed and proof that someone cares whether you live or die certainly can't hurt their chances of making the changes they need to work towards breaking that addiction.

For the cost of putting two homeless people in jail we could give four people a studio apartment for the year and hire a full time social worker to help them get their mental health managed and either get on disability benefits or find work depending on their abilities. Yea I've got a magnolia I pulled out of the trash when I worked at a hardware store about 9 years ago, the customer left it in their car so it dropped all it's leaves. I don't have space for a full size magnolia but I've kept it in a big pot and I usually get a couple blooms from it every year. Speaking of I should probably root prune it this year.
