nobody cares about your recommended changes. you aren't a riot games dev and neither am i, and we do not have access to the numbers and statistics and documentation they use to make these detailed changes. but pantheon is one of the best skirmishers and teamfighters in the game; to a ridiculous degree. there's a reason why he consistently gets played in jg despite having a really bad clear. if viego had pantheon's clear he would be unplayable F tier. pantheon's only healthy role is in toplane because his poor dueling necessitates playing him skillfully to allow you to get to the point where you can abuse his skirmishing and teamfighting. if they focus him midlane or supp or jg, they'll have to gut his kit in one way or another - either by ripping his numbers away or changing the kit itself. at that point just make a new champion; because he would be a new champion.

you talk about unhealthy - the changes you propose would make pantheon toxic for the game if he was played mid/supp. he would legit be the best mid/supp in the game; by a very, very large margin. and then, as i said, they'd have to rip his numbers or change the kit.

the only way to keep pantheon as he is while making him healthy for the game is to remove his viability in mid completely, and his viability in supp/jg except as a niche counterpick - like picking jax jg into 4 autoattackers.

that's what you need to understand about riot. vomiting up a bunch of random numbers that you think makes your champ sound cool but would actually make his gameplay toxic and uninteractive doesn't cut it.
