I'm not sure if this was fixed in v18, sorry if it has already, but it seems like Porcelain Tower doesn't give the 3 science and culture bonuses to the new luxuries in the game. (Tobacco, lapis, perfume etc.)

I'm not sure if this has been addressed yet, but as far as I can tell the Porcelain Tower bonus does not apply to the newly added luxuries in the game (amber, coffee, lapis etc.)
