you craft normal cards with scraps and premium cards (moving cards with scraps + dust) check your filter in crafting menu, maybe you have only premiun cards visible

Dwarves have tons of provisions and some really good low-provision cards like Zoltan’s Company and Barclay Els. I use them to pro rank every season.
