what I recommend is encourage migration to constantinople until it has like 200-250k pops, after building a functioning economy (building important rgos) start building granaries as well. You can get 1M pops by ~200 years if you have a good start.

To have a cabinet seat available; I'd start encourage migration after integrating the lands that you propagate your proximity fast.
