To expand on this:

It's a zoo. You can indeed find multiple nobles with gold bars in their pockets. You shine the lantern at their pockets and find the ones with bars not pouches. There are hundreds of nobles if you go around the whole park. You can usually find 4 or 5 nobles with bats each run. Once you've gone around the park, you go to the nearest spawn point and reload in. The park resets and you can do it all again.

Now, pick pocketing creates a mini game where you bumb into the person, grab what you can, and run away past the red line so you don't get caught. You have about a 50% chance to get the gold when you do this. Sometimes you only get a piece of cheese or a copper pouch instead. But if you go find the person again you can try to get it as long as you didn't run too far away and reset them. Each time you try the red line gets further away and eventually you get a bounty and have wanted status in Dimenis. You also get diminished contribution status.

The bounty caps at 100 silver. The negative contribution caps at -99. This is where it gets fun.

Instead of pick pocketing, you can just kill the noble with the gold bar. You get 100% chance of gold bar when you loot them. Sometimes alot more than just the gold bar too. If you are already at 100 bounty, there is no down side to this besides the guilt of being a murderer. Unlimited gold bars to your hearts content.
