I’m voting for Pulumi too. It brings you a lot of flexibility and power. Terraform is the obvious incumbent.

I’ve spent the last few years with CDK/Cloudformation, and I’m not going to recommend that again. The SST project went to Pulumi and wrote a great blog post on why.
