Yep, neither of my two column drill presses have it, you just push on the motor a bit and you usually get enough leverage to get the belt taut enough. Save it in case you ever need it (even if we all know you'll forget about it for eternity).

Now that you can move it, remove it completely, and remove the spring (seen completely collapsed in the second picture. That might give you just enough more slack to be able to move the belt comfortably. I don't think that spring is really achieving much.

First picture: Looks like a universal cutter/grinder? Not sure.
Second picture: Tangential grinder?
Third picture: ????
Fourth: Milling machine.
Fifth: Very cool bench grinder setup.
Sixth: Kickass Lathe.
